Minimum Order for Price Group?

Is there any way to have a minimum order for a price group? I've got a wholesale pricing that is giving me fits because the site has multiple discount pricing option. The site is currently using the cost field to conditional display sale prices - that might need to be dumped in favor of using the cost field for wholesale pricing. But the catch to the wholesale pricing is that it needs a minimum order.

Really need a multi-discount module - one that can handle, Sale, Clearance, Wholesale and Volume.
