Taxing shipping, but not product

I am having a bit of a problem and was hoping to find some help here. In NJ they recently changed the way we must charge taxes. The problem is that we need to charge tax on shipping, but not on the product for out of state sales. Unfortunately from what I've been told by MIVA this can't be done.

Does anyone know how to make this situation work? Please help. TIA
