I have added some images to my nav bar and header in attempt to rough out a design. I found:
1.) There is unwanted space between the header, nav bar and category list. How do I remove it?
2.) The nav bar is set to change size when the window is made wider or narrower. Can this be changed?
3.) These are simple html commands. How do you get control of them? Can you use CSS and if so where would it be entered?

The best is not to change your design for Miva, but implement your design in Miva.
In order to achieve this you'll need a couple of modules.
0) A good host - www.hostasaurus.com or wpcomp.com
1) A good design (maybe monstertemplates if you are short on money)
2) OpenUI (advanzed is best) - get this from mivacentral.com or your host.
3) Vikingcoders (http://www.vikingcoders.com) PageTemplates (the bundle)
After that you need to make friends with the docs coming with the modules and leave questions in this forum.
This way you'll avoid frustration like you got right now. Miva is pretty limited out of the box and $100 in modules and a good host works wonders.

MIVA Merchant out of the box uses tags like:
<BLOCKQUOTE>...</BLOCKQUOTE>
If you want to remove the spacing between the fixed elements without a module, you can build your entire header/footer with HTML and wrap that around the entire site (in the global header and footer boxes).
To avoid the stretch, you can wrap the site with a table at a fixed width.
Yes, you can use CSS. You'll need a way to input the call between the head tags (because putting your CSS in the page bloats the page size).
The OpenUI (http://www.designextend.com/page/miva/PROD/openui) is a goodstart for all this. There's also some basic tutorials on implementing designs into MIVA Merchant in the book (http://www.designextend.com/page/miva/PROD/MMBook) (which, by the way, includes a copy of the OpenUI).
Not to disagree with Andreas, but OpenUI Basic/Standard is all you need to make standard design changes. Advanced boasts more features, but none of them are necessary for design elements for the overall store shell itself.
