I want to add newsletter signup page where users can signe up for free newsletter , offers from site admin ...How would i do it ? wher should i store customer ids ??

i want to store email addresses who visits site and signup for newsletter program..not only customer who makes purchase.

Your best be then is Scot's Mailing List (http://tinyurl.com/fne5e). It allows you to collect addresses by adding a form field to manual input as well as create a checkbox to opt in on checkout.
