I've been having trouble with the Authorize.net module giving the error that it cannot process payment as it is either not configured properly. Because of this I switched my payment module to PayPal and it worked just fine. Now I want to try switching it back to Authorize.net, but I no longer see it as an option. The module still appears to be on the server. What could have happened?

Check with your hosting company. If they do not have the AuthorizeNet Commerce library installed, you will not see the payment option.

They claim that the libraries are installed. At least they think so. Are the libraries part of the module itself? I can actually see the module on the server. It just doesn't appear as a choice in my list.

They 'think' they are installed?
I'd be just a little worried they dont know what they are doing if they arent sure.
The libraries are not part of the module, they are a server side component your host would usually install and maintain. Depending on what kind of hosting account you have, and or what access your account permits you, you likely do not have access to that part of the servers directories to see whether or not they are installed....or installed correctly.

I don't have Authorize.net as a payment module so I asked my host to install the libraries and they said all they're responsible for is maintaining the server. Does this mean I have to install it myself? If that's true then does anyone have any info on doing that?

That sounds like you should start shopping for a good host.
That IS part of maintaining the server. Providing the appropriate commerce libraries for their customers should be part of the service you pay for. It sounds like they dont have a clue - which would scare the bejesus out of me when I'm trusting my online business to them.
If you have root access to the server, you can install them yourself...however, I cannot fathom a MIVA Partner pushing this off on an end user.
