Can anyone recommend a good program for sending email newsletters? We currently use Email Marketing Director, but it seems to be on the fritz...

We use mailermailer.com. It works great. It does require double opt-in, and they're very careful about keeping spammers off of their system. I've had good delivery rates with them.

Scot's Mailing List (http://www.jmhonline.net/miva-modules/scot%27s+mailing+list) which has a miva integration module or Oempro (http://www.jmhonline.net/oempro) which is more powerful.

I have heard very good things about constant contact http://search.constantcontact.com/index.jsp - were it not for the fact that Broadc@st is already paid for, I would probably use constant contact
