How do I set the currency for the miva shopping cart to canadian, or have it display as a canadian currency when a customer attempts to pay via the paypal website site.

Set your default currency to Canadian at paypal.com. Then enter the code for Canadian currency in the paypal module.

there isn't a place to do this in the config for 'PayPal Instant Payment Notification' (miva 4.16)

do i need to download another pay module or is there a file i can edit; what are my options?

You should be able to get the newest version of that module from your host.
