I am considering the Dynamic Template Engine by Copernicus as an alternative to OpenUI for a 4.16 compiled store.

Does DTE have a smaller overhead ( more efficient, etc.) than OpenUI.??

And how much of a deal is it NOT to have full ftp access to the mivadata folder?

This store is also hosted on windows.

Its a huge deal not to have full FTP access.

Its the customers data, and they have every right to it.

I cant speak for the overhead of DTE, but I cannot in good conscience recommend a module that is not supported.

OpenUI is much more widely used, and has a broader scope of 'experts' when you need help.

Somewhat, however, not all modules will work with it. Since most mods were developed to work with the OpenUI, it's MIVA - NOT the mod developer - who has to work around the specs to get the module to work.

Thus, if you go with DTE, there are some features you may not be able to use.

Simple answer - it's 2 a.m. and the host is not available but a developer can fix the problem IF he/she has access to the data. No data, no fix. You, as the store owner, should have access to EVERYTHING.

This store is also hosted on windows.

That's not necessarily bad IF the host KNOWS how to configure the server.
