We have a client who is about to release a new cd and are wanting to take pre-orders for it.

Currently, their store ships via USPS. For the pre-release though, they want to ship those out via UPS. With the influx of visitors coming to order the pre-release, I want to offer a shipping solutions that lets people order as many items as they want, but still work with the clients needs of fullfilling regular orders as USPS and pre-release orders as UPS.

Any ideas on the appropriate solution for something like this?

A combination of CBS' Checkout SuperMod (http://tinyurl.com/q9fzp) for allowing different ship methods per line item, and CBS' Shipping SuperMod (http://tinyurl.com/pnpnt) for restricting shipping methods on a per product basis - will solve this problem.

Doesn't sound too tough:

Add a UPS module to the store.

Temporarily deactivate the USPS module. Don't remove it; you can disable it by un-clicking its Active checkbox in the Modules list. Also, some modules have an enable/disable checkbox on their admin screen.

Later, after the release, turn USPS back on, and turn UPS off.

Hmm, that seems too easy :^. If you're saying that you need to provide UPS for some items, but keep USPS for others, then you need the Shipping SuperMod. It will let you assign different shipping modules to specific products.

In your solution, would the customer be charged twice for shipping (i'm assuming so - once for their USPS order and once for their UPS)?

Yes, if they have multiple items and some are being shipped from one carrier and the rest through another. There is no way around that.
