Basket always empty with "Add to Order"

My shopping basket is always empty after clicking the "Add to Order" buttons and then "View Cart". However, if I click the "Buy 1 and Checkout" buttons it works fine, but then the customer can only buy one thing. I can also add one item using "Add to Order" and then go to checkout and it works, but I can't have more than one item in the order. Any ideas? You put merchant in a frame. You are losing the cookie. If you get rid of the frames, the problem should go away.
