crypto_base64_encode in Empresa 3.97?

Supposedly the function crypto_base64_encode is included in Empresa 3.97 but not prior versions of Empresa 3. A customer who has a mod that's trying to use it though is receiving:

/Merchant2/4.13/modules/shipping/ui4_ship.roadway.mv: Line 511: Expression Error: Call to undefined function 'crypto_base64_encode'

There seems to be a newer Empresa 3 for Windows but nothing beyond 3.9700 for linux; is there something I'm missing that woud enable that functionality? I ran 'strings' against the miva binary and found no mention of "base64" so I'm not sure if that function is actually there.

I thought I knew this. At least I can confirm I never got it to work for any Empressa version prior to 4. I was in the middle of a development project and may not have found all the documentation I would have needed.
