integration issue - error message on tax field

I've been having an issue with customers in non taxed states getting charged tax when trying to check out through Google Checkout. In the GC integration console I also see I'm getting this error:

Merchant Calculations: You sent us invalid extra data in your merchant-calculation-results total-tax

and this is the XML they are getting with the transaction:

I do see the "total-tax=0" twice but I admittedly don't know much about this or how it is created. All I know is my state based sales tax setting is set up correct with only NJ as a taxable state. Everything has worked fine for about a year and now I'm having this problem. Anyone have any input?
