Pushing banner content

Looking for a way to push banners ads (that will change/update/rotate) to affiliate sites. Can this be done as simply as linking the image directly to the "host" server and changing the banners images? Could it be scheduled or be set up to rotate a series of banners? Can it also be set up to track the clicks?

Any MM4 or non-mivascript options? I'll look at Scot's Banner Control but it's for MM5.
